Fickling and Schott, who both until recently did research and policy analysis at the Peterson Institute for International Economics, assess the challenges of creating climate change policy in the three NAFTA countries--Canada, USA and Mexico--that are also economically palatable. They argue that global cooperation on policies affecting climate change could begin in North America on the basis of economic integration as sought in by NAFTA. After an introduction, in three chapters they overview the history of and actually existing climate change regulations and policies in each of the NAFTA countries. Building off the rest of the book, they present a final chapter of policy suggestions that concern the reduction of green-house gases, managing the cost of such reduction actions, and the equitable distribution of such costs across the continent.
