§15§Nach einer Einführung zur Schutzentwicklung und Begriffsbestimmung befasst sich die Arbeit mit internationalen und europäischen Maßnahmen, um einen Überblick über die aktuellen Instrumente und Regelungsmöglichkeiten zum Kulturgüterschutz zu gewinnen. Die Analyse der Rechtslage zum Kulturgüterschutz in der Bundesrepublik Deutschland - insbesondere im Hinblick auf die Umsetzung der Unesco-Konvention von 1970 - schließt sich an, wobei sich zeigt, dass diese noch eine Reihe von schwerwiegenden Mängeln aufweist. Ein Ausblick auf künftige Entwicklungen im Rahmen des internationalen Kulturgüterschutzes rundet die Arbeit ab.
