Gaus (a former president of the American Political Science Association) delivered the lectures upon which this book is based at the Southern Regional Training Program in Public Administration at the U. of Alabama in late 1945. In the lectures he sought to prepare public administration graduate students of the day with an understanding of the most important problems and developments in public administration. Throughout he stresses the ways that administration is intermingled with the entire process of government and with the environment in which the people affected by the government exist.
