§15§§Das Thema Staatsverschuldungund das ihrer Begrenzung dienende Recht haben seit dem Zusammenbruch der Investmentbank Lehman Brothers im September 2008 und seit der Föderalismusreform II im Juli 2009 Hochkonjunktur. Das neue Recht ist grundsätzlich seit dem Haushaltsjahr 2011 in Kraft.
