Schott and Kotschwar--who move in and out of government, universities, and think tanks relating to US foreign and economic policy--explore opportunities and constraints that US president Obama will encounter if he shifts the focus of US policy in the Middle East and North Africa from military to economic. They argue that such a reorientation will require more attention to relations with Egypt because it holds a strategic position economically and politically in the region, and because the US and Egypt already have significant economic relations that would be easier to enhance than creating new ones elsewhere would be. More specifically, they suggest enhancing market access in goods, stimulating services trade, modernizing the bilateral investment treaty, cooperating on trade facilitation, and cooperating to enhance Egypt's trade capacity.
