In their original pamphlet, published by Demos in 1998, Barnett and Carty proposed that the British House of Lords be selected by lot from registered voters, and should retain its power to scrutinize but not challenge legislation by the Commons, but should gain the power to insist that new laws be in clear English and do not conflict with the Government's declared intentions or with basic constitutional values. They present that text again, and add to it their reaction to the 2008 White Paper An Elected Second Chamber: Further Reform of the House of Lords.
