Thanks to both her engagement to Hubert and her role as the surrogate mother of the Blue Dragon, Melissa has claimed quite a high place in society. Now her special roles require a formal visit to the neighboring territory of Littia. There, Melissa meets the impressively organized Lady Shirley. The two become fast friends, but all is not well in Littia. Someone has replaced the previous Blue Dragon's scales with fakes!
